French Navy Sends Nearly Entire Surface Fleet to Sea

As reported in recent days by French media outlets, most notably Mer et Marine, the main naval bases of Brest and Toulon have largely emptied. The French Navy has deployed almost all of its available surface fleet as tensions in the Middle East continue to rise and European forces reposition assets across the region.

According to the latest counts, 19 of the 23 main surface combatants of the French Navy are currently at sea. The deployment includes the aircraft carrier Charles de Gaulle, three amphibious helicopter carriers (PHA), thirteen frigates and two replenishment ships. In proportional terms, such a large share of the fleet operating simultaneously is extremely rare in peacetime.

Bases left nearly empty

The scale of the mobilization is such that almost the entire operational fleet is now deployed. The only major surface ships currently remaining in French naval bases are those undergoing technical maintenance.

At present, this includes two FREMM frigates, one La Fayette–class frigate and one replenishment ship. All other major combat units are reported to be underway.

The naval bases of Brest and Toulon had already seen a significant reduction in ships last month during the large ORION 2026 exercise. However, in recent days the quays have emptied even further following the rapid deterioration of the security situation in the Middle East.

Strategic posture amid regional escalation

France has not limited its response to repositioning the Charles de Gaulle carrier strike group in the Eastern Mediterranean. The decision to send almost all available surface combatants to sea suggests a broader effort to ensure operational flexibility and maritime presence across multiple theatres.

The surge comes after the US-Israeli military intervention against Iran and Israel’s operation launched last week in Lebanon following a Hezbollah attack against the country.

By placing the majority of its fleet at sea, the French Navy ensures that a large number of assets are already positioned and ready to respond if the regional situation further deteriorates.

Whether this marks the beginning of a prolonged naval posture remains unclear. But today the nearly empty quays of Brest and Toulon illustrate how seriously European military planners are taking the risk of a wider escalation in the Middle East.
