A major maritime policing and sanctions-enforcement operation took place today in the Western Mediterranean. Assets of the French Marine Nationale intervened in international waters to intercept and inspect the tanker/cargo vessel DEYNA, originating from the Russian port of Murmansk and suspected of sailing under a false flag.
The Boarding Operation
According to the official statement, the intervention was conducted based on Article 110 of the United Nations Convention on the Law of the Sea (UNCLOS), which regulates the right of visit in high seas when there are reasonable grounds to suspect a ship is without nationality or flying a fraudulent flag.
The DEYNA was formally flying the flag of Mozambique. However, following the boarding by the French Navy’s visiting team, the examination of the ship’s documents confirmed the initial suspicions, revealing serious irregularities regarding the legitimacy of the hoisted colors.
Seizure and Diversion
Faced with evidence of a probable “false flag” case—a tactic widely used by the so-called shadow fleet linked to the export of Russian crude oil to evade international sanctions—French authorities immediately informed the Public Prosecutor of Marseille, who holds jurisdiction over the Maritime Court.
At the request of the judiciary and in accordance with international law, the DEYNA was diverted today. The vessel is currently being escorted by French naval assets toward a designated anchorage point, where it will undergo further and more in-depth inspections.
International Cooperation
A notable detail emerging from the press release is the close cooperation with allied partners. Specifically, the United Kingdom played an active role in the continuous tracking and monitoring of the merchant vessel’s route since its departure from Russia.
This joint operation highlights not only the determination of European countries to enforce international maritime law but also the growing focus and deployment of forces to counter the opaque logistical networks operating within the Mediterranean basin.
