The twitter account Gerjon published a very interesting tweet about the visit of a German delegation (with the Minister of Foreign Affairs Maas ) in Tripoli on 15th August.

Did news company "المحور" misidentify 🇩🇪#Germany Foreign Minister Maas being flown into #Tripoli, 🇱🇾#Libya?

It looks like the German Air Force used a Transall C-160 (50+88 or alternatively 50+66) was DEPLOYING☄️FLARES to reduce shootdown risk.

Two different German Air Force Transall C-160 (50+66 and 50+88) made the flight from Berlin with a stop in Sigonella AB, Sicily.

Before landing the aircraft deployed flares (an aerial infrared countermeasure used to counter an infrared homing surface-to-air missile).

Foreign Minister Heiko Maas issued the statement available here upon his arrival in Tripoli.
